The correct selection of PLC hardware often goes beyond populating a complete I/O list. The performance of a PLC hardware often depends on specs such as: sample time, resolution, response time, and accuracy. Such factors can further narrow down the selection, for example they can lead to a minimum requirement on the ADC (analog-to-digital converter) built into the PLC hardware.
To define the hardware scope of a PLC system, often an application specific I/O list is required.​ We have built many systems with I/O that include various signals such as temperature, voltage, amperage, discrete, HSC, PWM, and serial.

Ladder logic is usually the basis of most PLC programming software. However there are factors that affect the choice of the PLC from a software perspective. For example if the software is free, transferable between various hardware models or supports structured text.
